graffiti on the temporary screen around a building site. land that used to contain (i believe) a school is being developed into a commerical centre with offices, mall, supermarket, etc. the figure is dressed as a typical chilean schoolgirl and the slogan reads, roughly, "here i used to play, now i have to pay".
the development of this (private) site appears to be synchronised with a new (publicly funded) tunnel that will allow more traffic to enter the area. meanwhile, santiago struggles with smog and the government's "modernisation" of the public transport system has been a complete disaster - it is now less efficient, less popular, and running at a huge loss (with the government unable to raise prices if it wasnts to retain power - something increasingly unlikely as one corruption scandal after another comes to light...).
