Core 2 Duo Never 100% Both Cores?

I am running Erlang code that has both CPUs pegged at 100%, but the data
in /proc/cpuinfo (and, presumably from the same source, the KDE power
doohickie) shows that one CPU is at a lower step speed than the other:

I've been watching this and it's always the case, as far as I can tell. 
I'll look on my laptop tomorrow (which has almost the same spec chip, but
the lower power version).

The CPU is overclocked (from 2.1 to 2.7 GHz - that doesn't change the
values reported in the data above, which show "original" values), but the
temperature is quite reasonable - never above 52C and often below 50.
