Tomcat Memory / CPU Problems

Tomcat sometimes hangs while I'm developing.  On Windows I just assumed
this was normal, but I've moved the laptop to Linux this last week or two
and it's still happening.  The symptom is Java sticking at 100% and it's
likely a problem with GC (not enough memory).

But what is causing the memory problem?  I downloaded a free version of
JProbe - its kind of complicated and I can't get it to do what I want, but
it has a nice graph of the heap size which shows that the "zero point"
shifts each deploy.  That led me to this useful analysis -

This is only a real problem during development, I think, and I can restart
Tomcat every now and then, so I'm going to ignore it for now...
